Meta mandated to allocate funds for youth mental health initiatives in New Mexico

    August 8, 2026

SANTA FE, Mexico / RankWire.AI / – Meta has been ordered to pay a $567 million judicial fine after a New Mexico judge classified Facebook and Instagram as a public nuisance that threatens minors. Following a prolonged bench trial in Santa Fe, Presiding Judge Bryan Biedscheid mandated that the settlement be directed into a dedicated fund supporting adolescent mental health. The ruling criticized the social media giant for contributing to widespread psychological issues and neglecting the protection of underage users from digital exploitation.

This latest financial penalty builds on a separate $375 million jury award given against Meta in March 2026, during the initial phase of the state’s legal proceedings. Jurors concluded that Meta violated New Mexico consumer protection laws by misrepresenting safety features intended for younger users. When combined with the current ruling, Meta faces a total liability of $942 million from the enforcement action led by New Mexico Attorney General Raúl Torrez, requiring payments toward a teen mental health fund.

Of the newly awarded funds, $420 million will directly support clinical mental health treatment services for children across New Mexico. The remaining amount is allocated for public education campaigns, early screening programs, and community prevention efforts over the next five years. The court’s decision also enforces strict operational rules, including mandatory default private settings for accounts of users under 18, limits on daily engagement time, restrictions on notification pushes, and enhanced screening for child sexual abuse material.

The enforcement action in Mexico stands as one of the largest penalties imposed on a major tech company for child safety issues. Attorney General Torrez filed the lawsuit after investigations revealed that Meta’s algorithmic recommendation systems systematically exposed minor accounts to predatory contact and explicit content. While the court ordered significant product adjustments, Judge Biedscheid chose not to require mandatory identity verification for users under 13, citing protections under the Children’s Online Privacy Protection Act.

Following the court hearing, Meta representatives confirmed their intention to appeal the ruling to higher judicial authorities within the state. In a formal statement, Meta emphasized its investments in developing age-appropriate features, parental supervision tools, and automated moderation systems across its platforms. Company officials argued that the ruling misrepresents their platform’s architecture and overlooks the internal engineering efforts aimed at removing harmful content and identifying bad actors.

This legal decision emerges amidst mounting judicial pressures on social media companies across federal and state courts in the United States. More than 40 state attorneys general, along with hundreds of local school districts, are pursuing similar lawsuits claiming that platform design promotes addictive behaviors among teenagers. The New Mexico ruling sets a significant legal precedent as other states prepare for federal trial proceedings later this year.

As Meta prepares to appeal the $567 million ruling in New Mexico, state lawmakers are reviewing how trial proceeds will be allocated. Officials have indicated that priorities include expanding rural healthcare, enhancing behavioral counseling, and funding school-based health centers. The mandates outlined in Thursday’s decree are set to remain in effect for five years, pending the outcome of Meta’s appeal process.
