    US Aims to Strengthen Pacific Islands Through Over $150 Million in Strategic Support

    KOROR, PALAU / RankWire.AI / – On September 1, the United States announced a support package exceeding $150 million directed toward Pacific Island nations, focusing on energy, infrastructure, digital connectivity, and maritime security. Deputy Secretary of State Christopher Landau introduced this initiative during the Pacific Islands Forum Partners Dialogue in Palau. The announced assistance combines allocated funding, technical support, and feasibility assessments across several island economies. The State Department highlighted that these programs encompass energy stability, transportation networks, communication systems, economic development, and law enforcement capacity.

    The most prominent clearly outlined element of this aid is a $60 million Regional Energy Security Initiative aimed at Pacific Island nations. The State Department indicated its intention to allocate these funds in collaboration with Congress. This program aims to enhance fuel storage capabilities and implement measures to bolster electricity grid resilience. U.S. officials noted that the funding addresses energy supply challenges affecting countries throughout the Pacific. This initiative constitutes a significant portion of the overall package announced during the regional gathering.

    Tonga will benefit from dedicated support for a fuel infrastructure feasibility study conducted by the U.S. Trade and Development Agency, or USTDA. Agency records reveal a grant of $1,420,872 allocated to Pacific Energy South West Pacific Limited for this purpose. The study will evaluate port upgrades, pipelines, fuel storage facilities, and modifications to Tonga’s fuel pricing system. One goal is to increase the nation’s fuel storage capacity from roughly 15–20 days of supply to about 60 days.

    Energy support emphasizes fuel storage and Tonga’s infrastructure development

    Additional components of the package include a major port upgrade on Penrhyn in the northern Cook Islands. The State Department, in cooperation with Congress, plans to contribute $50 million, while New Zealand commits NZ$17.5 million. Implementation will be led by New Zealand, partnering with the Cook Islands and the United States. The project aims to improve port safety, transport logistics, cargo handling, and service connections for the remote atoll. The port development initiative was announced alongside the broader Pacific support program in Palau.

    USTDA also revealed plans for digital and transportation projects across Tonga, Palau, and the Marshall Islands. In Tonga, funding will support a feasibility study aimed at modernizing the national data center and network. The Marshall Islands will benefit from technical assistance for its mobile network, Majuro and Ebeye ports, and Amata Kabua International Airport. Palau will receive support for a feasibility study on relocating Belau National Hospital. These initiatives span communication infrastructure, transportation, and public services across several Pacific Island nations.

    Regional efforts in maritime security and digital infrastructure expansion

    Part of the U.S. assistance package involves maritime enforcement and cooperation on law enforcement efforts. The State Department allocated $17 million, pending congressional approval, to combat illegal, unreported, and unregulated fishing activities. The initiative includes legal reforms, compliance training, and technology for monitoring maritime activity. Additionally, the United States and Palau will co-chair a new conference of Pacific police ministers, focusing on maritime security, drug trafficking, cybercrime, and illicit financial flows.

    The package also incorporates cloud technology development for Pacific governments and support for seabed mapping and analysis. U.S. environmental officials plan to carry out a drinking water sampling project in Palau, with training for local laboratory staff and operators. Christopher Landau’s announcement consolidates these efforts under the broader U.S. commitment of more than $150 million. While several components depend on congressional approval, USTDA has already authorized or funded multiple feasibility studies and technical projects across the Pacific Islands.
